Weird "patcher" issue. UPDATED WITH PICTURE. Translate?

Whenever I try and open RFOnline, the patcher doesn't open, but rather a thin, small bar in the middle of the screen that says:

" RFOnline | <katakana here> "

And then it locks up, and exits. Nothing else.

How can I get past this? D: I don't have a firewall, I installed all the language packs (I think), but nothing works!

Help?

Okay, I know what the problem is now:

My Illinois State University connection is blocking RFOnline. I don't know why. It doesn't block any Japanese website, or any other Japanese game.

I know this because I pulled out my ethernet cable and got the same error that I got when it was plugged in...

Anyone know a way around this? D:
