Buying After HQ

Where do you get potions that heal more then 250? They aren't doing great amount of help when enemies to 300 to you. :(

I'd like to know as well :-o

I just noticed an entrance to a Neutral Zone. I'm assuming there is another way to get potions there?

Yes, other Outpost sell higher grade potions. You can buy 500HP, 1000HP, 2000HP, and 3000HP potions. The 3000HP potions is sold at Ether, the Floating Snow Island area.
