Go to AdminCP -> System Admin -> Preferences
The last three or four down, you'll see ones about IPs:

Enter IP addresses that should be banned from the site.
Separate each with a |, case insensitive, regex enabled.

In it's text field, enter the member's IPs.
To get a member's IP, find a members post/comment, above the person's avatar, where it says their name, mput your mouse over it, and it has a dropdown, the last thing in the dropdown is their IP.
Copy-paste it into the text field, and press Submit in the Preferences page when yer done adding IPs
