Im talking about the times that when its 6am here, its 3pm over, lets say, in California. Almost NO killstealers (I did encounter one, but it seems that it was only due to lag).

Yea, I am on the west coast of US and whenever I hunt I get probably 1-2 KSers per hour. One of the even said "Sorry" when they Killstole Lol...

Heh, mabe instead of kicking the non-philo players after the bandwidth limit is breached, they look out for and kick players who are kill stealing or doing other things that affect other players negatively.
