This is the short description of how I started making websites:
I dont know about a kit, but you can take a small notebook and go to one of those bookstore that sells "websites for dummies" or equivelent, find a seat and spend some time familiarizing the easy terms and outlines for a website. Note the many websites to visit also. Buy one of those cheat sheets if you need.

You can print them from the page or order the plastic covered sheets like I did when I first started.
Next go to google.com (my preference) and type "online game websites' or just go to:
http://www.xtremetop100.com/
You need to look for sites that are similar to what you have in mind, either the layout (even another game) of all the pages, the way its linked or a certain page. You can also save the pages to offline, "Save As" or go to view and check source. Most of the time you can get the complete source code to the whole page and just clean it up for your use by removing certain things for copyright reasons and just leave the layout and you can adapt it later.
For ease of use:
Make a favorites folder for things that interest you in your webbrowser (or bookmark). Make another folder on your desktop for pix. When you find something that isnt copyrighted and you want to use it save it there. Keep a text file open at all times for quick notes before you forget them.
You can also search for freewebsites (like Angelfire.com), sign up and use one of their premade pages. Copy and paste the stuff you saved and theres your start. Websites are very creative and frustrating.
Remember you will need:
1. Frontpage-introduces your site and adds interest to maske people look further, or if your going to keep it running make it for the daily news you have to share.
2. Forums-leave this open while your working for feedback to what you are doing and to learn if its not working for certain browsers. Also, just because it all fits and looks good on your PC, some people still use 15" monitors with low
resolution )like 800x600) so the pix may not line up well and so on.
3. Credit page-for where you got your info or pix in case of copyright infringement. This makes it safe for you to apologize and remove it without lawsuits.
4. Info pages-especially for a fansite, you will need at least one explaining what your about and one for pictures. Remember to use thumbnails (smaller version) when you can and use free online hosting like
http://imageshack.us/. This will save you lots of space for info on your site this way.
Free forums can also be found, I would suggest making sure it is PHP and all you have to do is link your website to it.
Anything else you will have to read about, their are many things you will have to do besides just use Frontpage Express with Windows FTP to a free website. There are validation tools online that will check your webpages code, free sites that will put banners and ads right in the way of your own pix. But what I have told you above is the way I make free sites for my friends in about 2 days. There is a reason why webmasters get paid more than the average mechanic.
