Can someone explain accretian launchers to me?

I seem to false recollect that the Accretians along with the Bellato got big mechs, but looking at the official RF website, it turns out their special is something called a launcher. Are these weapons some kind of unique thing for specialists? or are they for the gunner class? What sets them apart from regular guns?

They are for rangers I belive. I have seen a GM use one. Here is a screenshot of one:
