Question about weapons

Well I just got into the game and i was wondering about weapons.

I've seen some guys with dual weapons and was wondering how do you get them?

I belive you have to buy the weapons that come as duals. It's either that or you can get a skill that allows you to dual wield.

u buy the weapons as dual weapons.... on certain weapons though. u dont need a skill
