This is 100% NOT true, I found this out through practical experience. Experience you get from killing mobs at higher levels is greater yes, but it is I believe capped based on the current lvl of the skill. Meaning that if you have lvl 1 melee and hit a lvl 15 mob, you will gain the same skill as if hitting a lvl 30 mob. The second problem to the power leveling without training skills is this, as you rank up in levels, you actually gain LESS percentages than you would normally hunting mobs. This is based on empirical observation when I used the same weapon skill at different levels hunting the same mob. There is a penalty for training on mobs below your level. For example, I would gain .10% per hit of a skill fighting a lvl 15 mob at lvl 15 with a lvl 5 weapon skill (Just using this as an example). If you lvl up to say 17 and still hunt a lvl 15 mob with a lvl 5 weapon skill, you will only gain .05% (This penalty exists im almost sure of it.)
Most importantly of all, if you level up too fast without training extra skills, you will actually never be able to train them, I will explain the reason why. The amount of skill gained is dependant on damage dealt, if the damage dealt is too low (or received for armor) you will not gain any skill. So if you are lvl 30, you will be forced to hunt mobs close to your lvl for skills to actually train (minimum of one orange block). But since the weapon you can use is predicated on existing skill, if your skill is too low, you will be unable to damage it. For monsters you can damage and gain skill with, your lvl is too high, therefor penalizing you. I learned this the hard way with my accretian gunner, where training ranged weapon skill is doubly difficult. I was lvl 23 when I went back to training my ranged which I had left at rank 8. Hunting those armoured dinosaurs would only give me .04-.05% per hit. However hunting those floating machine gun robots would give me .09-.10% per hit, however some of the time my damage would be too low and would not register so I wouldn't gain any skill. Now you see the problem was that my range wasn't actually that far below my level, in fact my weapon skill allowed me to use the lvl 18 weapon. However hunting mobs close to my level proved difficult to train because the damage was so low. Imagine now if you are lvl 30 and are using the lvl 18 weapon. You would do no damage (thus no skill gained) and the monsters you can damage would give you no skill since they are too low level.
I am pretty sure this is how the system works, and unless someone who is already close to lvl 30 can demonstrate that they can train say a lvl 5 ranged skill on mobs their level or mobs that no longer provide any exp, I will stick with this theory which is based on my observations.
