So I hit level 15 only to find my ranged skills don't work with rocket lauchers wtf :D Do I ever get a handgun that does any respectable amount of damage compared to a launcher? Or are we stuck with using a weapon with no skills to play with :<

Yes, Accretians has 3 weapon skill:

Melee Weapon
Range Weapon (Bow/Gun)
Launcher Weapon

Try to stick to single skill if you could, it will be more powerful at Lvl30 for RvR
